Officially adopted during the 1930s, this style of tie was standard issue for U.S. Army personnel from the late 1920s, when the army introduced the pleated service coat, and remained in use until around 1942. Once the United States entered WWII, the black tie was phased out in favor of the more familiar khaki version, but early-war troops and pre-war garrison units would still have worn the black issue.
